Lu 'an 1.8 million Tons Coal-to-Oil Project EIA Approval

On February 25, 2016, according to China Energy News, it was learned from relevant departments that the second EIA report of Shanxi Lu'an Mining (Group) Co., Ltd.'s high-sulfur coal clean utilization of oil, chemical and electric heating integration demonstration project has been approved by the Ministry of Environmental Protection.

On December 18, 2015, the Ministry of Environmental Protection officially accepted the application for approval of the second environmental impact assessment report of Shanxi Lu'an Mining (Group) Co., Ltd. for the demonstration project of clean utilization of high sulfur coal, oil, chemical and electric heating integration.

Previously, on July 10, 2015, the Ministry of Environmental Protection announced that it would not approve the environmental impact report of the demonstration project of Shanxi Lu'an Mining (Group) Co., Ltd. for the clean utilization of high-sulfur coal, oil, chemical, electric and thermal integration. On July 17, 2012, the

project was approved by the Development and Reform Office Energy [2012] No. 1988 document to carry out the preliminary work of the project. The first phase of the project started construction on February 28, 2013. As of September 2014, the main projects such as coal gasification unit, purification unit, iron-based oil processing unit and iron-based oil synthesis unit area have been basically completed, the basic construction of raw material coal bunker, fuel coal bunker and tank area has been completed, the installation of circulating water, fire water, rainwater and domestic sewage projects has been completed, the thermal power station has been completed, and the general depressurization station has been basically completed. The second phase of the project is still in the feasibility study stage, and the "three links and one leveling" work has not yet started.

Final Construction Plan

After repeated argumentation by experts, combined with the doubts raised by the expert group of the Engineering Evaluation Center of the Ministry of Environmental Protection on the technical and environmental risks of using cobalt-based Fischer-Tropsch synthesis technology to build a 800000-ton/year cobalt-based Fischer-Tropsch wax processing industrial demonstration device, the construction unit further adjusted the construction plan as follows: the first phase of the construction of 1 million-ton/year iron-based slurry bed Fischer-based slurry Fischer-bed Fischer-ton Fischer-Tropsch synthesis, construction scale: annual output of 1 million tons of oil and chemicals, 108 MW self-contained waste heat generating unit, main construction contents: coal gasification unit, purification unit, Fischer-Tropsch synthesis unit, oil processing unit, waste heat power generation unit and supporting public works; Phase II construction of 800000 tons/year cobalt-based Fischer-Tropsch wax processing industrial demonstration plant.

Process Technical Route

Project uses high sulfur, high ash and high ash melting point coal as raw materials and adopts Shell (SHELL) dry powder coal gasification process to achieve the technological breakthrough of the world's first single pulverized coal gasifier with a capacity of 3000 tons/day. At the same time, it adopts the iron-based high-temperature slurry bed F-T synthetic oil technology with completely independent intellectual property rights, ranking first in the world in a single 500000-ton reactor.
