On February 29, the State Environmental Protection Department issued a notice saying that according to the relevant provisions of the approval procedure for environmental impact assessment of construction projects, it is planned to review the environmental impact assessment documents of two construction projects of China National Offshore Oil Corporation Shanxi Datong Low Metamorphic Bituminous Coal Clean Utilization Demonstration Project (CNOOC Shanxi Datong 4 billion cubic meters of coal to gas) and Shanxi Lu 'an Mining (Group) Co., Ltd. High Sulfur Coal Clean Utilization Oil-chemical-electric-thermal Integration Demonstration Project (Lu 'an 1.8 million tons of coal to liquid project). In order to ensure the seriousness and fairness of the review work, the basic information of the environmental impact assessment documents to be reviewed will be publicized. The publicity period is from February 29, 2016 to March 4, 2016 (5 working days). According to industry insiders, the EIA application process for the above two projects is nearing completion, and there is little suspense in the EIA approval.

China National Offshore Oil Corporation Shanxi Datong Low Metamorphic Bituminous Coal Clean Utilization Demonstration Project (CNOOC Shanxi Datong 4 billion cubic meters of coal to gas)

China National Offshore Oil Corporation plans to build Shanxi Datong Low Metamorphic Bituminous Coal Clean Utilization Demonstration Project in Zuoyun Coal Chemical Industry Base in Datong City, Shanxi Province. The design scale of the project is 4 billion standard cubic meters of coal to gas per year. The project site is located in the planned Zuoyun coal chemical industry base in Datong City, using the local coal resources in Zuoyun County and using coal pressurized gasification technology to produce crude synthesis gas. The main process units of the project include: coal gasification, carbon monoxide conversion, acid gas removal, methanation and drying devices (processes), while supporting sulfur recovery, air separation, refrigeration station, tar hydrogenation and other devices. The project supports the construction of related storage and transportation, public works, auxiliary production systems and off-plant works.

Project recommends the use of crushed coal pressurized gasification technology and pulverized coal pressurized gasification combined process to produce crude synthesis gas. The combined gasification scheme of crushed coal and pulverized coal provides raw synthesis gas for downstream units according to the effective gas (CO HZ) gas production ratio of about 2:2.

The general process of coal-to-natural gas is coal gasification, carbon monoxide conversion, acid gas removal, methanization and drying, and supporting sulfur recovery, air separation, refrigeration station, tar hydrogenation and other devices.

Main environmental impacts and measures:

(1) Atmosphere: low-temperature methanol washing and venting tail gas, waste gas from slag discharge system of crushed coal gasifier is sent to regenerative thermal oxidation device (pure oxygen oxidation); The sulfur recovery device adopts oxygen-enriched secondary Claus LOCAT (one for use and one for standby) process; The heating furnace adopts low nitrogen combustion technology; sealed crane tube loading, oil and gas recovery, equipment leakage detection and repair technology are used for unorganized; waste gas from sewage treatment station is collected and treated by biological deodorization method.

(2) Surface Water: Under normal working conditions, all project wastewater is reused and not discharged; After the process wastewater is treated by improved A/O process and advanced treatment, it is reused after being treated by double membrane method. Salt-containing wastewater is treated by double membrane method and used as circulating water for replenishment. Reverse osmosis concentrated water is sent to wastewater membrane concentration device for treatment and reuse, concentrated brine is sent to evaporation and crystallization system to crystallize sodium sulfate and sodium chloride step by step; undertake miscellaneous salt purification and crystallization salt separation environmental protection demonstration task.

(3) Groundwater: in accordance with the requirements of the Technical Code for Anti-seepage Engineering of Petrochemical Industry, anti-seepage shall be implemented in different zones.

(4) Solid waste: general solid waste pulverized coal gasification ash and filter cake are comprehensively utilized or sent to the ash and slag yard outside the factory for landfill; Waste adsorbent is recovered by the manufacturer; Broken coal gasification ash, waste porcelain ball, waste molecular sieve, waste aluminum glue, chemical sludge from the reuse water treatment station and dried mud from the purification water plant are sent to the ash and slag yard for landfill. The residual oil of hazardous waste and the chemical sludge for sewage treatment are sent to the gasifier for incineration; the mother liquor of evaporation is sent to the sludge thickening tank; the waste desulfurizer is recovered by the manufacturer; the oil sludge, soluble crystalline salt and "three mud" at the bottom of the tank are sent to the hazardous waste treatment center of the base. Before the completion of the center, the hazardous waste (including crystalline salt) of the project is temporarily sent to Taiyuan hazardous waste treatment center of Shanxi Province.

(5) Environmental Risk: Establish three-level environmental risk accident prevention and control measures. Fire dike is set up in the storage tank area, cofferdam is set up in the production unit area, and 60000 cubic meters accident pool is set up in the whole plant. The production facilities of the project are equipped with automatic monitoring, alarm, emergency cut-off and other accident treatment systems. Formulate emergency plan and conduct emergency linkage with the base and local government.

Comments of relevant departments:

(1) The General Office of the National Development and Reform Commission approved the preliminary work of this project with No. 501 of the Development and Reform Office Energy [2013].

(2) The Ministry of Water Resources issued a document agreeing to the water and soil conservation plan of the Project with the Water Guarantee [2015] No. 25.

(3) The General Office of the People's Government of Shanxi Province agreed to adjust the project location of Santun Township to a provincial key development town under the condition that the functional positioning of the provincial-level restricted key ecological function zone in Zuoyun County remains unchanged.

(4) The People's Government of Zuoyun County proposed the regional reduction measures for the project by Zuozheng Letter [2015] No. 30, No. 40, and No. 48, respectively.

(5) The People's Government of Zuoyun County put forward the commitment of replacing water for residents in the downstream of the Project with Zuozheng Letter [2015] No. 31.

China National Offshore Oil Corporation plans to develop coal-based clean energy "North Line Plan" project development and construction. The coal-based clean energy "North Line Plan" project consists of Shanxi Datong low-metamorphic bituminous coal clean utilization demonstration project, CNOOC Ordos 4 billion standard square/year coal-to-natural gas project and CNOOC Mengxi coal-to-natural gas export pipeline project.

On May 22, 2015, Shanxi Datong Low Metamorphic Bituminous Coal Clean Utilization Demonstration Project (CNOOC Shanxi Datong 4 billion cubic meters of coal to gas) has submitted EIA documents for approval. On August 7, the Ministry of environmental protection of the people's Republic of China officially accepted the environmental impact assessment document of CNOOC Ordos 4 billion standard party/year coal to natural gas project.
