Your company's "Request for Instructions on Submitting" Environmental Impact Report of 600000 Tons/Year Polyolefin Project of Sinopec Great Wall Energy and Chemical (Guizhou) Co., Ltd. "(Guizhou Nenghua [2015] No. 66) has been received. After review, the project and the environmental impact report have the following main problems: The proposed site of the
1. project is located in a karst development area. There are multiple faults in the plant area, distributed with songholes, karst pipelines, etc., and 2 kilometers downstream. The Hongjiadu Reservoir has a height difference of about 200 meters and an underground passage leading to the reservoir is developed, so the water environment risk is relatively high. No effective water environment risk prevention measures have been proposed, and the environmental feasibility of the project site selection needs to be further demonstrated.
The total indicators and sources of sulfur dioxide, nitrogen oxides and volatile organic compounds in the 2. project are not implemented, and the alternative reduction plan is not clear, which does not meet the requirements of the Interim Measures for the Review and Management of the Total Emission Indicators of Major Pollutants in Construction Projects.
3. atmospheric environmental impact prediction results exceeded the standard, and no effective pollution control measures or regional reduction plans were proposed. The determination of environmentally sensitive targets is unreasonable, and the atmospheric environment status and prediction and evaluation of characteristic pollutants such as fluoride, benzo [a] pyrene, and benzene series are not carried out, which does not meet the requirements of "Technical Guidelines for Environmental Impact Assessment-Atmospheric Environment" (HJ2.2-2008).
The technical feasibility of the 4. wastewater treatment scheme is not fully demonstrated. The operational reliability of salt separation, desalination and other technologies adopted in the project and the demonstration of wastewater treatment measures under abnormal working conditions are insufficient.
5. project health protection distance setting does not meet the standard requirements, and not according to the surrounding population distribution and terrain conditions, put forward a reasonable emergency evacuation plan. The engineering analysis is not perfect, the pollution source strong basis is insufficient, the partial balance analysis and the pollution source omits.
In view of the above problems, the Ministry decided not to approve the environmental impact report of the project. Article 25 of the Environmental impact Assessment Law stipulates that if the environmental impact report of a construction project is not approved, the construction unit shall not start construction. Our ministry entrusts the Southwest Environmental Protection Supervision Center and the Environmental Protection Department of Guizhou Province to carry out supervision and inspection.
If your company does not accept the decision of this notice, you can apply to our department for administrative reconsideration within 60 days from the date of receiving this notice, or you can file an administrative lawsuit within six months from the date of receiving this notice.
