On March 30, 2016, the environmental impact report of the 300000-ton/year coal-to-ethylene glycol project of Shaanxi Weihe Coal Chemical Industry Group Co., Ltd. was reviewed and approved. The expert group agreed that the environmental impact assessment report of the project passed the review, and pointed out the problems that should be paid attention to in the implementation of the project: first, to assist the government to complete the relocation of residents within the health protection distance of the project before the project is put into operation; second, to implement the project sewage treatment, utilization and standard discharge. The signing of the contract marks the transfer of the ethylene glycol project of Weihua Company from the previous preparation stage to the design and construction stage.

Weihua Company's 300000 Tons/Year Ethylene Glycol Project is located in Xinminyuan Chemical Park, Bin County. It is planned to cover an area of about 900 mu and consume 1.4 million tons of raw coal annually. The total investment of the project is about 5.5 billion yuan. After completion, it is expected to realize an annual operating income of about 2.34 billion yuan, and the construction period of the project is 30 months. The production process devices include coal gasification device, purification device, separation device, glycol device, etc. Public works and auxiliary facilities include: air separation unit, power center, raw water purification station, circulating water station, desalted water station, storage and transportation facilities, sewage treatment, etc. The general layout of the plant is divided into production area, public works and auxiliary production area, raw material and product storage and transportation area, etc.

The original owner of the project is Shaanxi Binchang Mining Group Co., Ltd. On November 19, 2014, the 300000-ton coal-to-ethylene glycol project of Binchang Mining Group was officially transferred to Shaanxi Weihe Coal Chemical Industry Group Co., Ltd.
