Recently, Lu 'an Group's application report evaluation meeting for the demonstration project of clean utilization of high sulfur coal, oil, chemical and electric heating integration was held in Beijing, and the expert group agreed that the project application report passed the evaluation. Through in-depth on-site investigation of the 180 project in the early stage, and after inquiry and group discussion, the evaluation expert group agreed that the demonstration project of integration of oil, chemical and electric heating for clean utilization of high sulfur coal in Lu 'an is in line with the national energy development strategy of "actively promoting the graded and quality cascade utilization of coal" and "steadily promoting the research and development of coal-to-oil and coal-to-gas technology and industrialization upgrading demonstration projects. At the same time, the project basically meets the national industry access requirements in terms of energy consumption, coal consumption, water consumption, and pollutant discharge, and basically meets the relevant requirements of the National Development and Reform Commission for this project. Project Background Information

Lu 'an High Sulfur Coal Clean Utilization of Oil, Chemical, Electric and Thermal Integration Demonstration Project is located in Lu 'an Oil, Chemical, Electric and Thermal Integration Demonstration Park, Wangqiao New Coal Chemical Industry Park, Xiangyuan County, Changzhi City, Shanxi Province. It uses local coal resources and adopts pulverized coal pressurized gasification, Fischer-Tropsch synthesis and other technologies to produce 1.8 million tons/year of oil and chemicals. The project is divided into two phases, the first phase of the construction of 1 million tons/year iron-based Fischer-Tropsch oil plant, the second phase of the construction of 800000 tons/year cobalt-based Fischer-Tropsch wax processing plant. The main project of

mainly includes pulverized coal gasification, purification, PSA tail gas hydrogen production, iron-based oil synthesis, 1 million tons/year iron-based oil processing, 800000 tons/year cobalt-based oil processing and other units. The storage and transportation works mainly include closed coal silos, iron-based oil tanks, cobalt-based oil tanks, train loading and unloading systems, car loading and unloading systems, hard wax warehouses, etc. Public and auxiliary projects mainly include water purification plant, chemical water treatment station, deoxygenation water supply station, circulating water field, drainage system, self-contained thermal power station, waste heat power generation system, flare system, maintenance workshop, etc. The environmental protection project mainly includes sour water stripping device, sewage treatment system, reuse water system, membrane concentration system, evaporative crystallization system, flue gas treatment device, hydrocarbon gas and volatile organic compound treatment device, hazardous waste drying and incineration device, hazardous waste temporary storage site in the plant, off-plant slag site, etc.

Phase I project production raw materials are composed of 60% high sulfur coal (3% sulfur content) and 40% low sulfur coal (0.3 sulfur content). Cobalt-based Fischer-Tropsch synthesis raw materials required for Phase II project are obtained through market procurement. There are 20 kinds of products in the whole plant, totaling 1.9685 million tons/year, of which the first phase of engineering products totaling 1.1769 million tons/year, mainly including 716500 tons/year of diesel oil (national v), 253600 tons/year of naphtha, 87200 tons/year of liquefied petroleum gas (LPG), etc. The second phase of the project has a total of 791600 tons/year, it mainly includes 116800 tons/year of white oil, 285400 tons/year of low condensate diesel (country V), 46800 tons/year of No. 2 lubricating base oil, 50300 tons/year of No. 6 lubricating base oil, 50000 tons/year of liquid wax, 49800 tons/year of hard wax, 75800 tons/year of No. 1 solvent oil, 54200 tons/year of No. 2 solvent oil, etc.
