Water Resources Demonstration of Huaxing 4 billion Coal-to-Natural Gas Project Approved

Recently, the Yellow River Water Conservancy Commission officially approved the "Inner Mongolia Huaxing New Energy Co., Ltd. 4 billion cubic meters/year Coal-to-Natural Gas Project Water Resources Demonstration Report" (Yellow Water Transfer 2016 No. 141).
The approval approves that the production water of the project takes the surface water of the main stream of the Yellow River as the water supply source, and the domestic water takes the groundwater of the water spring sub-water source as the water supply source, with an annual water intake of 20.5866 million cubic meters, of which the annual production water intake is 20.4552 million cubic meters and the annual domestic water intake is 131400 cubic meters.
Inner Mongolia Huaxing New Energy Co., Ltd. 4 billion cubic meters of coal-to-natural gas project is a key industrial project introduced by Shanghai Temple Energy and Chemical Base in Etuoke Qianqi, Inner Mongolia. The total designed water consumption of the project is 20.5852 million cubic meters, of which 20.4552 million cubic meters of Yellow River water are planned for production and 130000 cubic meters of groundwater are planned for living.
The water consumption index of the Yellow River has been adjusted and configured by the Ordos Municipal People's Government from the first and second water rights transfer index of the city and the first phase of the inter-city water rights transfer index. The groundwater water consumption index has been adjusted by the local water department from the water consumption index approved by the Shanghai Miaozhen Water Supply Project.
In January 2014, the coal-to-natural gas project of Inner Mongolia Huaxing Energy Co., Ltd. obtained the "Road Strip" of the National Development and Reform Commission and agreed to carry out preliminary work (Development and Reform Office Energy [2014] No. 188).
The project is located in Shanghai Temple Energy and Chemical Base in Inner Mongolia, with a total investment of about 25.1 billion yuan, an annual output of 4 billion cubic meters of natural gas, and by-products of 450000 tons of tar, 100000 tons of naphtha, 120000 tons of sulfur, 60000 tons of crude phenol and 50000 tons of liquid ammonia. The project is constructed in two phases, both of which are 2 billion cubic meters per year.
